HB 1795 Summary
This bill repeals various provisions relating to youth work certificates. The bill provides that no department, agency, entity, or political subdivision of the state may require, by rule or practice, that a child under 18 years of age be issued a work certificate of employment or entertainment work permit as a
condition of employment. Additionally, an employer shall not be required to obtain such a certificate or permit from a child under 18 years of age as a condition of employment. However, employers are required to receive signed permission slips from the parent, legal custodian, guardian, or designated guardian, in formats prescribed by the Department of Labor and Industrial Relations (DOLIR), in order to employ a child between 14 and 16 years of age

DAVE'S COMMENTS
Currently, youths aged 14-15 must obtain permission from the school superintendent to get a job. I believe this decision should be made by the parents, not the school. The only change in this bill is the removal of the requirement for the school district to sign off on a child's employment. This issue is fundamentally about parental rights.
HB 1604 Summary
​Currently, the filing time for declarations of candidacy for offices in political subdivisions or special districts not otherwise specified in law or charter is from the 17th Tuesday prior to the election through the 14th Tuesday prior to the election. This bill moves the filing time by one week, from the 16th Tuesday prior to the election to the 13th Tuesday prior to the election. The bill also provides that if the 13th Tuesday prior to the election is a state or federal holiday, the closing filing date shall be the next day that is not a state or federal holiday. DAVE'S COMMENTS
Local elections hold significant importance. The Missouri Clerks Association approached me to assist in adjusting the filing dates for local April elections. Currently, the closing dates coincide with the Christmas holiday and New Year's Eve, and I propose moving them back by one week. This bill is essential to alter the filing registration dates statewide in Missouri. I aim to establish deadlines for filing a declaration of candidacy.

This bill expands the list of places for which limited driving privileges may be granted to include attending a place of worship and traveling to and from essential businesses. It also modifies the process for suspending a driver's license when a Missouri resident fails to address a moving violation. Under the new provisions, the court may instruct the Department of Revenue to suspend the license if the defendant fails to resolve charges or fails to appear for minor traffic violations on two occasions. ​Personal responsibility is lacking when it comes to minor traffic violations. Citizens are paying taxes to support our municipal courts, yet many are not showing up to pay their fines or arrange a payment plan. This bill aims to restore a sense of responsibility among citizens.
HB 1980 Summary
This bill allows the Board of Trustees of the Firemen's Retirement System of St. Louis to also serve as trustees for other pension plans for St. Louis City firefighters. It grants the Board authority to establish rules, manage funds, and invest in various properties while ensuring that the funds and benefits of different pension plans are kept separate. This bill requires the Missouri Veterans Commission to review the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 and related regulations. In collaboration with the Department of Mental Health, the Commission must recommend and implement measures to prevent veteran suicide. Veterans have given so much to our country and state. It is important that we do everything in our power to assist our members of the armed forces with mental health issues. They were there for us, and now the legislature needs to be there for them

I support our public school education and believe this bill will have a positive impact on the school districts serving District 103. I have met with our Fort Zumwalt Superintendent several times to understand their needs and how I can help. We have fantastic public education in our area. This bill will assist families who would like a choice in education by increasing the Missouri Scholarship Program.
